The third emergency management/mitigation workshop for Historically Black Colleges and Universities (HBCUs) sponsored by the Federal Emergency Management Agency (FEMA) with its host/partner, Southern University A&M College – Baton Rouge (SUBR), was held on May 17-19, 2006 FEMA and SUBR hosted this workshop for HBCUs in FEMA Regions V, VI, and VII.

Workshop Goals and Objectives:

  • Provide emergency management information and networking resources to a consortium of Historically Black Colleges and Universities (HBCUs) and their communities.
  • Ensure Historically Black Colleges and Universities (HBCUs) in FEMA Regions V, VI and VII will:
    • Have an outline for mitigation plan development activities.
    • Have knowledge of Pre-Disaster Mitigation (PDM) funding opportunities.
    • Form relationships with state and local emergency managers for the purposes of being included in the development of local mitigation plans, actively participating in mitigation activities, and utilizing university resources (research and administrative) to enhance local and state mitigation capabilities.
    • Have capabilities to build partnerships, educate the public, and train emergency management staff.
  • Improve local and state emergency management officials' willingness to use the technical capabilities at HBCUs in their mitigation work.

We hope this workshop has helped the particpants in forming partnerships with each other to learn about emergency management and mitigation and to facilitate emergency management and planning in your area
