Title III came into existence as a result of the Higher Education Act of 1965, as amended. It was designed to provide grants to assist eligible institutions in strengthening their physical plants, academic resources, and student services so that they may continue to participate in fulfilling the goal of equality of educational opportunity. Part B of the Act involves the Strengthening Historically Black Colleges and Universities Program, called the HBCU Program. Eligible institutions in Louisiana are Dillard, Grambling, Southern University-Baton Rouge, Southern University-New Orleans, Southern University-Shreveport, and Xavier. The Southern University-Baton Rouge campus program has twenty-two activities centered around the aforementioned allowable activities. Funding is based on a formula centered around in large part, the number of our graduates who go on to graduate or professional schools. Therefore, it would behoove all colleges and schools within the university to encourage their undergraduates to continue their education at higher levels.
