Brief Description: White Paper and Full Proposal submissions
will not be accepted from organizations that have not registered.
Any organization that wishes to participate in this solicitation
must register at https://baa.st.dhs.gov before the due date and
time established in this BAA. There will be no exceptions. It is
very important to follow the registration instructions. Offerors
who have not registered by the mandatory White Paper website registration
deadline will not be permitted to submit a White Paper and thus
will not be able to submit a proposal later. Offerors must coordinate
with all members of their team to ensure the registration process
is done correctly and in a timely manner. To begin the registration
process, go to https://baa.st.dhs.gov and select BAA 09-05 from
the list on the left side of the screen then select the appropriate
topic area. Upon proper selection, buttons for registration and
submission will appear. Select the appropriate registration button
and fill in the requisite fields, then submit your registration
for White Paper (or Full Proposal) submission. Once the registration
process is complete, registrants will receive a control identification
number via email. This control number is necessary to begin the
White Paper submission process. It is not used internally at DHS
to track your paper (a new number is generated once your submission
has been received thought the website and that is what is tracked
for the review by the Advisory Committee and release to an SME for

RIDGE 2000
Brief Description: Ridge 2000 is a science initiative focused
on integrated geological, biological, and geochemical studies of
the Earth-encircling mid-ocean ridge system. Central to the Ridge
2000 program is the recognition that the origin and evolution of
life in deep-sea hydrothermal ecosystems are inextricably linked
to, and perhaps an inevitable consequence of, the flow of energy
and material from Earth's deep mantle to the seafloor and ocean
via magmatic and hydrothermal systems. To sharpen our knowledge
of mid-ocean ridge systems, the first phase of the Ridge 2000 program
involved integrated field, laboratory, and modeling studies of three
representative, but geographically limited study sites. Research
activities spanned a broad range of disciplines: from geophysics
to geochemistry and from geology to biology to hydrothermal vent
fluid dynamics.With this solicitation, Ridge 2000 moves into its
integration and synthesis phase where results from previous and
on-going interdisciplinary field expeditions and laboratory studies
are to be brought to bear on advancing our conceptual and quantitative
understanding of mid-ocean ridge systems and the processes that
link geological, geophysical, geochemical, hydrothermal, and biological
processes. As such, the program now shifts its focus from field
data acquisition to integration and synthesis to help the program
achieve its science goals.

Brief
Description: This Program Announcement (PA) solicits collaborative
research proposals on drug abuse and addiction that take advantage
of special opportunities that exist outside the United States.Special
opportunities include access to unusual talent, resources, populations,
or environmental conditions in other countries that will speed scientific
discovery.Projects must have relevance to the mission of NIDA and
where feasible should address NIDAs scientific priority areas.While
the priorities will change from year to year, in FY09 priority areas
include: linkages between HIV/AIDS and drug abuse, methamphetamine
abuse, inhalant abuse, smoking during pregnancy, and drugs and driving.
Mechanism of Support. This FOA will utilize the NIH Research Project
Grant (R01) award mechanism and runs in parallel with FOAs of identical
scientific scope, PA-09-021 and PA-09-022, that solicit applications
under the Exploratory/Developmental Grant (R21) and Small Research
Grant (R03) award mechanisms, respectively. Funds Available and
Anticipated Number of Awards. Awards issued under this FOA are contingent
upon the availability of funds and the submission of a sufficient
number of meritorious applications.
