Campus Network Management(CNM) is responsible for designing, implementing, and managing solutions, which provides for the University's data and video communications.
Services provided by CNM include installation and maintenance of metallic and optical cabling, data and video network architectural design, related software specification and configuration; and the specification, operation and maintenance of transmission hardware and software.
Our mission is to Identify, implement, and provide resources and services that are in-line with and exceed university requirements for instruction, research and service while positioning the university to succeed competitively nationwide.

The SUBR campus area network is virtually divided into public and private domains. The
physical network consist of an extensive fiber infrastructure connecting 99 percent
of the buildings on campus. The fiber infrastructure supports data communication,
cable TV distribution, video dissemination, and some video conferencing.
The core is an ATM OC3 mesh, most intermediate and edge devices are 100Mbps.
Campus Network Management Network Policies and Procedures
Campus Network Management (CNM) manages, maintains, and supports the Southern University Baton Rouge campus network. For the purposes of this document, the network is defined as the sum total of all hardware and software, which work together to move data and video traffic from one location to another. Such a large task is only possible if network users agree to use the network in a courteous manner and to coordinate their networking plans through a centralized organization. It is CNMs goal to provide the Southern University community with a reliable trouble-free network, in doing so, users benefiting such a resource must agree to abide by the rules. CNM developed policies to inform users of the responsibilities they assume when joining with others to utilize this resource. Following these simple policies will assure that our network continues to mature and grow to meet our present and future needs. Furthermore, these policies help a small staff to keep track of such a large network.
Organization Network Contact
In order to establish effective communication between CNM and network users
CNM request that each department/unit designate a Network Contact. These individuals
are our first point-of-contact for notification of anticipated service disruptions,
configuration changes, or anything else that may effect network services for
that organization. Naturally, a department/unit contact person should be the
individual with an interest in technology. In order to improve information
distribution, all Network Contacts must maintain an electronic mail address.
Each department/unit that uses network services must provide at least one
Network Contact authorized to represent the group in networking matters. The
Dean, Director, or Department Head must authorize each Network Contact Registration
form. Departments/units must submit a new Network Contact Registration form
each time Network Contact information changes. If you absolutely must register
more than one Network Contact, please limit the number of contact persons
to two. CNM will communication with Network Contacts, primarily via electronic
mail. Network Contacts should make every attempt to read their electronic
mail at least once a day.
Network
CNM reserves the right to disconnect from the network any device prohibiting the normal flow of network traffic until the problem is resolved. If the situation permits, CNM will make an assertive effort to reach the designated contact person before disconnecting any nodes or sub-networks from the campus network. Departments/units wishing to install a network should contact CNM for network design and configuration recommendations. CNM provides designated access points for each department/unit for testing, troubleshooting, and capacity planning. Routing by any non-CNM equipment is not permitted unless authorized by CNM. Only personnel authorized by CNM may connect/disconnect equipment to/from the campus network.(i.e. Network Contacts). This ensures that the backbone network is stable and free of disruptions caused by any one department/unit network. Departments are strongly urged to avoid the installation of isolated, independent local area networks, VPNs and wireless configurations that are not coordinated through CNM. All equipment will be located in CNM designated communications equipment rooms or closets, or some form of protective enclosure, when possible. CNM must have "super user" privileges on any interconnect equipment. That is, CNM personnel must be able to fully and completely control device functionality. CNM desires functional compatibility when interconnecting larger networks such as the SUBR and Southern University System logical networks to maintain or enhance network functionality and operations.

The Office of Technology and Network Services (TNS) offer services which are vital for the successful operation of the Southern University Baton Rouge campus network. This network management policy is intended to protect the integrity of the Southern University network and its constituent elements and thereby ensure the continued availability of all services provided via the SUBR network.Purpose for Policy
Southern University must have a stable and reliable environment for all students, faculty and staff to conduct computing and communication activities. All devices that are connected to the SUBR network and all SUBR provided services available via the network shall be actively managed to ensure the integrity, performance, and availability of the network and availability of SUBR network services. It is to also define the policies and procedures for the use of the network services authorized by Technology and Network Services.Scope
As authorized by Southern University Technology and Network Services policy, this document applies to all uses of all network devices connected to the Southern University network and services at all locations on the Southern University Baton Rouge campus, both inside buildings and in outdoor areas.Policy and Procedures
- The Campus Network Management (CNM) unit is responsible for configuring and managing the university’s wired and wireless network as well as all connectivity to the network.
- CNM will be the sole provider of design, specification, installation, operation, maintenance, and management services for all devices that are connected to the Southern University network and all Southern University provided services. Only devices installed and configured by CNM personnel are permitted on the network. All network devices must comply with all security features of the network. Devices are to not be installed on the network without the permission of Campus Network Management.
- All devices connected to the SUBR network are property of TNS.
- CNM reserves the right to review any device or service attached to the network for vigilant management, adequate security, and appropriate representation of the University.
- CNM reserves the right to deny access to the network by any device or service that is deemed to be a significant security risk.
- System administrators or IT department personnel are responsible for protecting the devices and services from accidental or malicious service outages and disruptions by contacting personnel from CNM.
- Most Southern University faculty and staff offices are wired to connect to the University’s network.
- Desktop and laptop computers can be connected to the network using a 10/100 Mbps Ethernet card and cable. In addition to connecting network printers, your personal space, and email server your network connection provides you with high speed connectivity to the Internet.
- Although there is a charge to install a new network jack, there is no charge to activate an existing port or a monthly fee for use.
- Requests for a new network port should be phoned in (771-3935 ext 228) or emailed to (servicedesk@subr.edu) Technology & Network Services. If an entirely new network jack has to be installed because the office has never had a computer in it before, the cost is $150. It is also possible to get a longer cable to run from the computer to the wall jack – please call TNS for more information.
- TNS suggests that you use your personal and group suNET accounts to store important files – no one else has access to this space except for you and it is unlikely that a hardware failure will cause you to lose data from these drives. (Implement: July 2006)
- Faculty and staff may log onto the suNET environment to access to their personal storage space, group storage space and personal web space. (See www.subr.edu/netsecurityhome.html for instructions.)
- In addition, you can log on to the SUBR domain from most other computers on campus and still access your suNET resources.
- In the group space, departments can also set up shared hard drive spaces that are accessible by a group of users to store commonly used documents.

Cable TV is available in all Southern University dorm rooms and dorm lobby areas. Southern
receives its signal from the local cable TV provider, Cox Communications, and
distributes the signal to the dorms via fiber. Three channels are dedicated to
campus programming for instruction and service.

Rules and Regulations
- Students are required to return all network equipment. If not returned at the end of the semester, students will be responsible monetarily.
- If any Cable is lost, stolen, or damaged, it should be reported to the dorm director immediately.
- All Cable problems should be reported to the dorm director immediately.
- Students are required to use a cable splitter to share cable from the wall jack. (splitters will be supplied upon request)
- Students are not permitted to route cable across floor and doorways. Students may run cable along wall only.
Instructions Cable Ready TV
If your set is cable-ready with a CATV post connection on the back, screw the cable directly to it even if the set is VHF/UHF connections. Some sets that have both also have a switch near the post, which must be set to CATV. On newer models, use the on-screen display menu to switch to CATV mode. If the display has AUTO PROGRAMMING, set it also.
Instructions for non Cable Ready TV
If your TV is not cable-ready and only has VHF and UHF screws, detach any “rabbit ears” or external antenna, screw a “pigtail” transformer under the VHF screws and connect a cable jumper. You will only receive 2-13 unless you use a VCR or analog converter(If a transformer is needed please contact your director) To use a VCR, connect the patch cable from the cable jack to the “antenna in” of “VHF in” post. Connect a short patch cable from the “TV out” post to the TV post of “pigtail” and set the VCR channel switch (on back of the VCR) to channel 3 or 4. A cable-ready VCR will enable a non-cable-ready TV to receive all channels.
What if I have problems with my Cable TV Signal?
- 1.Follow all instructions in owner’s manual.
- 2. Make sure all cables are connected properly.
- 3.Make sure TV is set to CATV via manual switch or on-screen display.
- 4.If these efforts do not solve the problem please contact your Dorm Director.
CNM is currently on schedule to complete the installation of over five hundred and
fifty data drops providing all dorm rooms with internet access for Fall 2002.
SUTV75 - Southern University Television
Introduction
In conjunction with Southern University’s mission to prepare leaders and professional for the community and the workforce, Southern University Television(SUTV) serves as a positive alternative to traditional broadcast and cable programming for information, culture and entertainment.Mission
SUTV’s mission is to provide quality and informative programming tailored specifically for the student attending Southern University.Programming
Programming includes university, local, national and international events, documentaries and movies.Procedures and Operation
- An Advisory Committee will be established consisting of representatives from Technology and Network Services, Mass Communication, Chancellors Office, Student Media and the General/Station Manager.
- The function of the Advisory Committee is to ensure the station operates effectively, provide administrative and technical guidance to students and serve as a liaison to the administration.
- he committee is also responsible for insuring that all federal, state, local and university guidelines, policies and procedures are adhered to.
- The committee will initially meet as needed until implementation is complete, regular meetings will be held monthly.
Student Involvement
- The Advisory Committee will establish and advise the Southern University Media Organization(SUMO) to facilitate student involved in the operation of the station.
- To occupy any SUTV position students must be an active member of SUMO to receive the appropriate training.
- SUMO will be modeled after an existing student organization at Clark-Atlanta University called Drop Frame Productions.
- The number of positions filled by hard working responsible students will determine the quantity and quality of programming produced each semester.
