Biographical Statement

Flandus McClinton, Jr., was named Acting Chancellor of Southern University and A&M College in Baton Rouge on June 30, 2014 by the Southern University Board of Supervisors and officially took the office on July 1, 2014.

McClinton, a native of Greensburg, La., received his B.S. degree in accounting in 1971 from Southern. That same year he also began working at Southern.

He later earned his MBA in 1981 from Louisiana State University and became a Certified Public Accountant in 1985. McClinton received certification as a Governmental Finance Manager in 1996.

During that period he was a Corporate Staff Accountant for J.I. Case, in Racine, Wisc, responsible for preparing all capital authorization and expenditure reports. He was a part-time accounting instructor while at LSU.

McClinton has nearly 43 years of experience in college and university administration, financial accounting, investment management, budgeting, and systems implementations. He has served on the Southern Association of Colleges and Schools' (SACS) Visiting and Special Committees.

He has held a number of positions at Southern, including Account Analyst, Grants and Contracts Administrator, Financial Control Officer, Deputy Controller, Associate Comptroller, before becoming Vice Chancellor for Finance and Administration in 1998.

As Vice-Chancellor for Finance and Administration, he supervised the Office of Information Systems, budgets, fiscal operations, facilities operations and university police. He developed short- and long-term strategic plans for the Division of Finance and Administration.

Also in that capacity, he has administered operating budgets of nearly $300 million while improving financial accountability by closing each fiscal year with a balanced budget.

McClinton belongs to a number of professional organizations, including the Association of Government Accountants, the American Institute of Certified Public Accountants, the Governmental Financial Officers Association and the National Association of Colleges and University Business Officers.

McClinton serves on the Board of Directors of the Southern University Teachers and Parents Federal Credit Union as well as the Board of Directors of the Louisiana Leadership Institute.

McClinton is married and has three children.
