OBJECTIVES OF THE PROGRAM
The EISENHOWER HBCU TRANSPORTATION FELLOWSHIP PROGRAM at Southern University and A&M College provides funding for the pursuit of Bachelor's (junior and senior), Master's Degrees or Doctorates in transportation related fields. The program objectives are to attract the nation's brightest minds to the field of transportation; to enhance the careers of transportation professionals by encouraging them to seek advanced degrees; and to retain top talent in the transportation industry of the United States. The Dwight David Eisenhower Transportation Fellowship Program encompasses all modes of transportation.

The Eisenhower Fellowship is open to students from a variety of disciplines including Engineering, Sciences, Business, Public Policy and Law at Southern University. For a more complete listing of disciplines, click here.
ELIGIBILITY REQUIREMENTS
Applicants, applying for the Eisenhower Fellowships must be at least an undergraduate junior (not more than 4 semesters from graduation) or higher at the start of the Fall 2014 Semester. All applicants at Southern University must be pursuing a degree in a full-time program and be enrolled for the entire 2014-2015 academic year, must be in a transportation-related discipline, must conduct ongoing research in one or more transportation-related disciplines, and should be planning to enter the transportation profession after completing their higher level education.
Foreign students who are not U.S. citizens must provide a certified copy of their student I-20 ID from the University or I-551 Permanent Resident Card that is issued by the U.S. Citizenship and Immigration Service (CIS).1 Applications without this information will not be considered complete.
SELECTION
Applications for the Eisenhower Fellowship will be evaluated by a panel of transportation and academic professionals. Panel recommendations are referred to the Department of Transportation, Federal Highway Administration Universities & Grants Programs Office for final action. Final award notice announcements are anticipated by June 30, 2016.
CRITERIA FOR EVALUATION
The Eisenhower Fellowships will be awarded on the basis of merit. Merit includes:
- Class standing, GPA, and official University Transcripts.
- Transportation work experience, if any, including employer's endorsement.
- Letters of Recommendations regarding the applicant's qualifications. (4 Letters Required).
- Extracurricular participation (student organizations, leadership, community service)
- Proposed plan of study.
TUITION CAP
Annually a maximum of $10,000 in tuition and mandatory fees will be covered. All recipients may not receive a full award (i.e. tuition, stipend, and travel to Transportation Research Board (TRB) Annual Meeting). Recipient award will be based on the rankings from the local Selection Panel. Recipients will receive a minimum of $1,500, for attendance at the Transportation Research Board's Annual Meeting.
STIPEND, TUITION AND TAXES
All recipients may not receive a full award (i.e. tuition, stipend, and travel to Transportation Research Board (TRB) Annual Meeting). Recipient awards will be based on the rankings from the Southern University Selection Panel.
Fellowship recipients should be advised that the stipend portion of the fellowship is subject to taxation in accordance with the U.S. Internal Revenue Service (IRS) regulations (Publication 970, revised 2011).
The anticipated stipends for the Eisenhower HBCU Transportation Fellowship are as follows: Monthly

CONDITIONS OF ACCEPTANCE
All fellowship recipients must conduct original research and prepare a paper or report suitable for publication on the topic for which they are selected. Recipients must make the results of their research available to the U.S. DOT and the Department will retain an unlimited royalty-free privilege to use the results of the research. Graduate Student academic programs may include a reasonable amount of teaching, as deemed appropriate by the institution, as contributing to their academic progress. Fellowship recipients may only accept remuneration for tuition from another scholarship or fellowship for funding the difference above the $10,000 limitation for tuition and the actual tuition amount.
Once an award is made, the initial graduate study plan and research topic may be changed only after consultation between the fellowship recipient's Faculty Advisor and the Program Manager/AOTR, Universities, and Grants Manager.
Award funding is contingent upon the recipient's satisfactory academic progress as determined by university policies.

1A Permanent Resident Card (Form I-551), commonly known as a Green Card, is evidence of your status as a lawful permanent resident with a right to live and work permanently in the United States. It also is evidence of your registration in accordance with United States immigration laws. Once students are accepted by the school, the University / College provides students a form known as a Certificate of Eligibility (SEVIS I-20).
